Create and recommended metadata schema based on Dublin Core for resource discovery.
Put all schemas in a registry for crosswalking.
Schemas are flat lists w/o hierarchy but with relationships across schemas.
Viola! Store in the same registry as the vocabs. Crosswalking is creating an associative relationship between elements of different schemas.
